1. Every Presidential Ordinance , Proclamation of Emergency and Proclamation of the failure of constitutional machinery in a State must be placed before both Houses of Parliament -LRB- articles 123 , 352 -LRB- 4 -RRB- and 356 -LRB- 4 -RRB- -RRB- .
   अनिवार्य है कि हर राष्ट्रपतीय अध्यादेश , आपात की घोषणा तथा राज्य में संवैधानिक तंत्र की विफलता की घोषणा संसद के दोनों सदनों के समक्ष प्रस्तुत की जाए [अनुच्छेद 123 , 352 ( 4 ) तथा 356 ( 4 ) ] .
2. Under articles 356 and 357 , on the ground of failure of constitutional machinery in any State , all its executive and legislative powers may be taken over by the Union and under articles 352 to 354 , the Constitution can be converted into an entirely unitary one inasmuch as during Proclamation of Emergency , the executive and legislative powers of the Union extend to matters even in the State List .
   अनुच्छेद 356 तथा 357 के अधीन , किसी राज्य में संवैधानिक तंत्र की विफलता के आधार पर , उसकी सभी कार्यपालक तथा विधायी शक्तियों को संघ अपने हाथ में ले सकता है और अनुच्छेद 352 से 354 के अधीन , संविधान को पूर्णरूपेण एकात्मक रूप दिया जा सकता है क्योंकि आपात स्थिति की उद्घोषणा के दौरान , संघ की कार्यपालक तथा विधायी शक्तियां राज्य सूची में सम्मिलति विषयों पर भी लागू हो जाती हैं .
